Urban transportation planning in Beijing has not been well integrated with land use strategy. Limited land supply cannot meet the demands placed on the transportation system, resulting in newly constructed roadways becoming congestion after a short period of time. Using the method of data envelopment analysis (DEA) and the idea of membership degree of fuzzy mathematics, the evaluation model of a composite system was proposed. State and dynamic degrees of coordination displayed the different temporal concepts. Indexes were then selected and the degree of coordination for Beijing was calculated. From this analysis the conclusion can be drawn that development and transportation in Beijing have not been coordinated in the past several years. This conclusion is also supported by objective data.
