1.1项目研究背景
近几年我国城市机动车增长速度平均在15%以上,城市道路增长速度要落后3～5个百分点.相对于道路建设,城市停车场建设的矛盾更加突出,而停车场建设的严重滞后,造成大量无序低价甚至是无偿占用有限道路资源的路边停车,严重影响了动态交通的畅通.
