Problems of financial subsidies for bus companies include conflicting views among different government administrations on the service value of public transport, and difficulties in the measurement of financial subsidies for bus companies. This paper presents a novel study that determines a financial subsidies index usingthe social development value of bus companies. The characteristics required for good performance of a public transport enterprise are identified to be operating income, operational cost, operational safety, passenger volume, and service quality. The calibration of a fuzzy multi-attribute decision model is introduced, followed by a case study ranking bus companies for financial subsidy. © 2010 ASCE.
